
When confronted with Simultaneous Operations (SIMOPS) offshore between assets/rigs/vessels/subsea etc the best practice and industry standard recommends, that a SIMOPS procedure is in place which encompasses all assets involved before the operations can proceed.
Depending on what standards your project is working under, DNVGL-ST-N001 “Marine Warranty Services” guidelines states that with regards to SIMOPS, a safety plan should be included in the operation manual. The DNVGL guideline also refers to IMCA M203 Guidance on Simultaneous Operations as a summary of good industry practice on the subject.
Items required includes amongst other things:
- Kick-off meeting with all parties so the scope is clear to all parties and a risk-assessment can be performed with hazards listed and contingencies.
- Organisation chart to know which Vessel has the overarching responsibility during the operations
- Escape routes identifications / Weather limitations / Communications between vessels….
- What would happen in case of DP loss
As you may be able to identify, collation of information for the safety plan takes time and due process must be afforded. Potential areas for SIMOPS should be identified early in the planning stage and incorporated into operation manuals, saving considerable time offshore.
